Dr. Maneesh Jain: Fixing the Voters Instead of Fixing the ODA
SUMMARY:
The old ODA board members decided to fix the voters rather than fix the ODA. The ODA’s Election Interference, amongst other tactics, involves controlling who gets to vote. The pattern is impossible to ignore: in Waterloo Wellington, the election process was taken out of local hands before the vote; in Muskoka Simcoe, senior ODA figures appeared at a component society meeting to block a reform-minded dentist from becoming a General Councillor; and in West Toronto, the concern is even more extreme, a locally selected Vice-President and General Councillor was removed after the choice had already been made. Three different societies, same methods and same results: eliminate all opposition at any cost. One disturbing pattern: when local dentists choose representatives who challenge the status quo, ODA insiders intervene, pressuring, blocking, or undoing the result. That is not democracy. That is voter control.
PROTECTING DEMOCRACY AT THE ODA
Most dentists do not follow ODA politics closely. They are busy treating patients, running practices, managing staff, and paying overhead.
But every dentist understands one basic democratic principle:
The people in power should not get to decide who is allowed to challenge them.
That is why the recent pattern of ODA election interference should concern every ODA member.
THE TRIGGER TO ELECTION INTERFERENCE: THE 2025 ELECTION
On April 25, 2025, the General Council of the ODA elected 5 new board members to the 6 available positions. It was a clear signal that the vast majority of General Councillors, who are elected to represent the best interests of Ontario dentists, demand change. That the status quo was no longer acceptable.
A democratic ODA would have listened. A democratic Board would have asked:
Why did this happen? What concerns are members raising? What do we need to fix?
But because the ODA Board of Directors are only interested in staying in power, money and their status, their response was essentially:
We are not the problem, you are the problem!
Instead of fixing the ODA, they have been fixing the voters and promoting insiders, no matter what the financial or reputational cost to the ODA and Ontario dentists. None of the problems that existed a year ago were fixed; instead, the ODA created new ones.
THE RESPONSE WAS IMMEDIATE, LED BY THE PRESIDENT, DR. MANEESH JAIN
The response towards the newly elected board members, from the old board members and the president of the ODA at the time, Dr. Maneesh Jain, was immediate and unmistakable: YOU ARE NOT WELCOME HERE!
Dr. Maneesh Jain immediately strategized with the old board members to protect the status quo. He fully mobilized ODA resources tocontrol the power, status and money that he and his supporters have been benefiting from for years.
Dr. Maneesh called for an emergency meeting of the old board of directors to put in motion the strategy to maintain the status quo. Thismeeting was held on May 30, 2025. The newly elected board members’ term began the next day, June 1, 2025; as such, none of themwere present at that meeting.
“THE HIDDEN AGENDA” is formulated: Highlights of the May 30, 2025, meeting:
- Dr. Deborah Lin (staff paediatric dentist at Sick Kids hospital since 2000) gets removed from the Negotiations Committee for speaking out in favour of reform in the ODA.
- The old board decided that the voters got it wrong: “General Councillors are idiots.” We need to change the voters.
- The ODA needs to suppress any information and anyone who challenges the status quo.
- No self-reflection, no humility, no talk about reform as demanded by the vote of the General Council of the ODA.
- The creation of THE BIG LIE: “The Us v. Them” FALSE Narrative, as a tactic to unify any support.
- Dr. Maneesh replaces Dr. Lin on the Negotiations Committee with Dr. Sharat Pani (internationally trained dentist licensed to practice in Ontario as of September 23, 2024); Dr. Pani is a personal friend and supporter of Dr. Maneesh
- As a show of power and to keep Dr. Leisa Bentley behaving the way the “old-ODA” wants her to behave Dr. Leisa Bentley gets demoted on the Negotiations Committee for aligning herself “too close” to the “movement for change” that is sweeping the ODA
- Dr. Maneesh Jain assigns himself as the Chair of the Negotiations Committee.
- Dr. Maneesh Jain increases the salary of the CEO, Frank Bevilacqua to $426,000 to ensure his full commitment to “THE HIDDEN AGENDA.”

Election Interference Pattern Revealed
Dr. Maneesh Jain is one of the clear examples of how the current ODA leadership and culture respond when dentists vote for change. At a local component society meeting, Dr. Jain is quoted as asking: “How could General Council elect these new board members who are totally inexperienced and unqualified?” That statement matters because it reveals the mindset. The General Council made a democratic choice. Instead of respecting that choice, the insiders treat the voters as the problem.
Dr. Maneesh has been very busy this past year fixing the voters and totally ignoring the call to fix the ODA. Below are just 3 examples of election interference exposing a full year of backroom meetings and manipulation.
DR. MANEESH JAIN FIXES THE VOTERS in Waterloo Wellington Dental Society:
A Summary of the Election Interference at Waterloo Wellington Dental Society (WWDS):
- The election interference starts immediately after the April 25, 2025 election. “We are not the problem; the voters are the problem. We need to change the voters.”
- Dr. Maneesh Jain interrogates and intimidates the Executive at WWDS, questioning the election of a particular WWDS General Councillor who is outspoken about the change needed in the ODA. When is it appropriate, if ever, for an ODA President to try to remove an elected GC? The attempt failed because the Executive at WWDS knew “THE HIDDEN AGENDA”.
- On Wednesday, May 21, 2025 at the Spring WWDS Business Meeting and Dinner, Dr. Maneesh Jain, personally and in person (with the help of Dr. Christina Heidinger and Dr. Kerr Banduk), coordinated the stopping of the election from happening in person and hijacked the election to be held online. In the past, WWDS elections have always been in person.
- Dr. Christina Heidinger, under Dr. Maneesh Jain’ instructions, gives support to her friend and Dr. Maneesh Jain’s former associate to stay in the election. Dr. Maneesh’s former associate was not interested in becoming a GC if it meant going to the election. There were 3 candidates for 2 spots.
- Dr. Kerr Banduk, under Dr. Maneesh Jain’ instructions, started to yell at this point in time that “according to ODA by-laws, the election must be held online”— this deviously-planted lie by Dr. Maneesh Jain foreshadowed the election result. There is no ODA bylaw that requires the election to be held online. And since there is no such bylaws precedent of having an in-person, it should have stood.
- WWDS, under the lie of a non-existing bylaw, hands over the WWDS elections to “ODA-central”. The election was conducted by ODA staff of Joan Kurts and Kimberley Figueria, orchestrated by Dr. Mark Douglas, and overseen by Dr. Maneesh Jain.
- The result was predictable: Dr. Maneesh Jain’s associate was “elected” to be a GC, a relative unknown, beating out an outspoken candidate for change who is very well known in WWDS: a second-generation dentist in the region of WWDS and the son of a former president of the RCDSO.
- How did the ODA manipulate the result of the election?
- ODA chose SurveyMonkey as the platform for the election
- SurveyMonkey is the right tool if you want to fix the election result. Whoever controls the voter list, voting links, settings, and results has discretionary power over the outcome.
- Not all voters received the voting links; at least 4 WWDS members who are pro-change did not have the opportunity to vote.
- Deadlines to vote get mysteriously extended.
- SurveyMonkey does not guarantee one eligible voter = one vote. A web link can be bypassed through browser and device workarounds, allowing a single person to cast multiple votes. An email link only proves one response per email address, not one verified voter per ballot. SurveyMonkey is a perfect tool for controlling the election, not protecting it.
- The ODA controlled the voter list, voting links, settings, anonymity, and results; the election was compromised before the first vote was even cast.
- Multiple votes were cast by individual people.
- ODA chose SurveyMonkey as the platform for the election
The names of the two individuals directly affected have been intentionally omitted out of respect for their privacy. They did not ask to be placed at the centre of this controversy, and they should not be exposed to further pressure or retaliation.
DR. MANEESH JAIN FIXES THE VOTERS in Muskoka Simcoe Dental Society
Guided by the already experienced voter-fixer, Dr. Maneesh Jain, the ODA president, Dr. David Brown and vice-president, Dr. Jonathan Mayer, prevented Dr. Laurie Houston from becoming a general Councillor and banned her for life from any volunteer positions at the ODA.
The Muskoka Simcoe Dental Society incident matters even more because it was not just whispered about afterwards. It was put in writing by Dr. Kim Parlett, a 46-year ODA member and past president, secretary, and treasurer of his society; a published author and a dental school lecturer.
In a November 16, 2025, complaint letter regarding the Sept. 25, 2025 Muskoka Simcoe Dental Society general meeting, Dr. Kim Parlett wrote…
In his complaint to the ODA President and Board, Dr. Parlett named the ODA representatives directly:
“I am writing to lodge my complaint regarding the conduct of representatives of the ODA (Jonathan Mayer & Maneesh Jain) at a recent Muskoka Simcoe Dental Society General meeting.”
He then described what happened:
These representatives literally highjacked and otherwise congenial meeting with a personal attack on Dr Laurie Houston. This was extremely embarrassing for Dr Houston and most of the attendees at the meeting. This level of harassment and emotional abuse warrants an immediate investigation.”
That alone is serious. But the election issue becomes even clearer in the next part of his letter:
“They were not on the Agenda and therefore their ability to speak at this meeting does not follow the accepted rules of order.”
Then comes the most important sentence:
“They attacked the personal character of Dr Houston and discredited her by quoting bylaw #’s without explanation or proper context and then proceeded to tell us that We as a component dental society were not able to elect her to the position she was seeking.”
That is the core issue: ELECTION INTERFERENCE by preventing an ODA member from exercising her democratic right to become a General Councillor and vote in the election of board members.
According to this complaint, two senior ODA figures showed up at a local component society meeting, which was not on the agenda, attacked a specific candidate, cited bylaws that do not exist, and told the society it could not elect her.
That is not “support” for the component society. That is control. Dr. Parlett then raised an even deeper concern:
“These two executives divulged confidential information at our dinner meeting in a desperate attempt to block Dr Houstons’ return to the board or ability to speak at General Council.”
That sentence should concern every ODA member.
Because if confidential information was used at a local society meeting to block a dentist from returning to governance or speaking at General Council, this is no longer just about one person. It becomes about whether ODA insiders are trying to control who gets a voice. Furthermore, it’s a breach of confidentiality on the part of Dr. Jonathan Mayer, comletely supported by the president Dr. Brown.
The follow-up is just as troubling.
In a later letter to the editor, Dr. Parlett wrote that after sending his detailed complaint to Dr. Brown and the Board, he received:
“no response—no acknowledgement, no request for clarification, and no indication that my concerns were reviewed.”
He then asked:
“Is that the accountability and openness you were referring to?”
This is why Muskoka Simcoe incident shows the pattern that occurred at WWDS: interference at a Component Society meeting, voter-fixing, and a written complaint from a long-standing member that was ignored by the ODA leadership.
Dr. Parlett summarized the larger concern plainly:
“It appears to me that the ODA governance board is not a safe place for independent thinking, women members.”
That is the question every dentist should be asking.
If a component society cannot choose its own representative without senior ODA insiders appearing, attacking, quoting bylaws that do not exist, and further intimidating and blocking a candidate, then it means that those already in power are choosing the voters: ODA insiders protect the status quo.
Dr. Laurie Houston is an outspoken dentist for reform. The greater the threat a person poses to the status quo (old-ODA board members), the greater your punishment will be! That is the current ODA leadership culture: “to keep power, we must suppress and oppose any attempts at reform”:
Dr. Laurie Houston has been banned for life by the status quo (old ODA board members) from any volunteer position in the ODA!
DR. MANEESH JAIN FIXES THE VOTERS in the West Toronto Dental Society
What has been happening over the past few months at the West Toronto Dental Society may be the clearest example of how far the status quo will go to undo democratic choice.
In Waterloo Wellington, the concern was interference before the result.
In Muskoka Simcoe, the concern was senior ODA figures appearing at a local component society meeting to block a reform-minded dentist from becoming a General Councillor.
But in West Toronto, the concern goes even further.
A local society had already selected a Vice-President who was also its General Councillor. That person was already in place. The local choice had already been made.
Then the machinery moved to undo it.
According to those familiar with the events, ODA influence, ODA staff involvement, procedural pressure, and bylaw changes were used to remove that same person from both roles.
That should alarm every dentist.
Because when bylaws and procedures are changed after a reform-minded person has already been chosen, the issue is no longer normal governance. It becomes voter control after the voters have already voted.
The ODA control pattern: First, question the local choice. Then insert ODA influence onto the component society. Then use process, bylaws, staff guidance, and pressure to undo the result.
Then call it governance.
But it is not governance when the rules are used to remove the “wrong” person after the fact.
It is control.
West Toronto matters because it shows the pattern at its most extreme. The issue is not one volunteer.
If the ODA can help undo a local society’s selected Vice-President and General Councillor after the fact, then every component society should be asking:
Why do ODA insiders go to extreme lengths to protect the status quo?
What is going on inside the ODA?
Have we completely lost democracy at the ODA?

I’ve been an ODA member for over 31 years and have close friends/colleagues that were present at Waterloo Wellington Dental Society and Muskoka Simcoe Dental Society, who told me what happened during their councillors elections, and this article matches what occurred. I am glad that the brave person/people who posted this did their research and had the courage to let us know what happened.
A common thread here is there were volunteers from these societies who spoke up and asked questions. This made them a Target of the ODA brass. It looks like they have paid the ultimate price by being shamed or shunned by the very organization that is supposed to represent them. Even worse: their component societies have been ACTIVELY TARGETED, as clearly the democratic process was interfered with, by high ranking ODA officials like Dr. M. Jain and Jonathan Mayer from the office of the chair, conspiring with long term volunteers, like Kerr Banduk and Christina Heidinger who is running for the board AGAIN. She is yesterday’s news with yesterday’s ideas: did anyone read her article in The Ontario Dentist: all the talking points came from the ODA! No doubt these so called volunteers have benefited from all the ODA sanctioned perks, by conspiring with the ODA and doing exactly what the ODA orders them to do.
History has shown us that when an organization operates as an autocracy instead of a democracy, it’s usually because the people at the top are benefiting financially and in the ODA’s case, are using the millions of dollars in reserves to their benefit. No doubt: the ODA’s in house legal team led by Mr. Daniel Fabiano of Faskens, which has a long term relationship with the CEO: Mr. Bevilacqua provides the ODA brass with the legal cover they need to hide their corruption. I heard the lawyers named Mr. Fabiano and Mr. Palmay were both present at the last election and councillors were lectured to and felt intimidated. Not only that: the ODA had paid security guards on site to protect the ODA brass, what a colossal waste of our dues!
The latest Public Relations NIGHTMARE with the ODA legal team choosing to provide diplomatic immunity to the obviously RACIST president elect: Dr. J. Mayer makes me wonder what in Heaven’s name is going on. Mayer’s criticism of PM Mark Carney and another liberal MP: Gary Ananadasangaree who happens to belong to an ethnic minority, should have been enough to kick Mayer off the board. What was this IDOTIC BOARD and their IGNORANT Lawyers on the investigation committee thinking? Even more troubling: who were the three consultants that they paid to prepare their report: what the consultants said and what Mr. McDowell (the lawyer) said did not even match. It makes me wonder if Mr. McDowell and the board panders to a “special group” called the Zionists over the entire membership?
I hope councillors elect some new board members otherwise I fear for the future of our profession.
I also think it’s time for a FULL INDEPENDENT investigation/forensic audit line by line, into the ODA’s finances. The auditor should be selected by the councillors, not the CEO and not the CFO.
All CORRUPTION is fueled by MONEY.
In this case it is the MEMBERSHIP’s MONEY.
I challenge MR. BEVILACQUA, MR. DAN FABIANO and the FIFTEEN BOARD Members who call themselves dentists, to OPEN the BOOKs.
